As we compare Nami to Ulti, this article will provide more detail on the above-mentioned question. It will be clear which one is more powerful and why.
Comparison of Devil Fruits

Ulti ate Ryu Ryu no Mi Model Pachycephalosaurus. This Zoan-type Devil Fruit can be used to transform you into Pachycephalosaurus. Due to her fighting style, this fruit allows Ulti to perform devastating headbutts. Even though he’s a very strong pirate, this fruit has increased his physical strength. His skull’s front is now much more powerful, which will likely increase the power of his headbutts. It remains to be determined how powerful they are. Ulti’s subordinates think her transformation is too powerful against most opponents.
She uses it only against those she regards as serious. Nami is a characer with powers and abilities that aren’t comparable to those of regular humans. Nami isn’t Zoro though, as she has superhuman skills and abilities. Therefore, it would seem that Nami didn’t eat a Devil Fruit. Nami is one very few Straw Hat crew member who has not been able to eat a Devil Fruit. Many of the other strong characters should be grateful to their Devil Fruits for their respective reputations. Ulti never ate a Devil Fruit in her entire life. Ulti was actually a Beasts Pirates crewmember and ate a Devil Fruit.
Ulti vs Nami – Physical power

Ulti has a strong personality. His fighting style is to hit his enemies with their heads. He can deliver powerful blows with his endurance and strength that rival cannon fire. Crewmates thought he almost cracked Luffy’s skull. Although he managed to headbutt Luffy, a powerful and skilled pirate, he didn’t sustain serious injuries.
Ulti managed knock Tama unconscious, bleed, and transform into her beastly-human form. It’s not clear that she is very fast. She was overwhelmed by Luffy’s rapid attack and was unable resist Yamato’s raimeihakke. Ulti was able, despite her quick recovery, to withstand Nami’s attacks. At a short distance she received both a lightning bolt and a tornado. Both times she was able to stand up without difficulty. Ulti’s resistance is not great. Big Mom used her homies and knocked Ulti unconscious.

Nami was a thief all her life. She stole money from many people including dangerous pirates in order to buy her village from the Arlong Pirates. Nami developed extraordinary physical abilities from these harsh, sometimes violent experiences. With her extraordinary agility and leg strength, she was able jump great distances with the Water 7 arch.
Nami is strong and fit. Nami can be very angry with Luffy, especially if he spends too much money. This is only a joke and doesn’t represent his true strength. Nami is a skilled combatant, but she has never been able compete with Ulti. Ulti’s physical abilities and powers are better than Nami’s, and we must award her this objective point.
Weapons Comparison

Ulti has a club with sharp spikes that she uses to fight Yamato’s canabo. This weapon is her only weapon. We know that she is skilled with it. Nami was a basic wood worker when the manga began. She doesn’t seem to have any fighting skills, but she can take down five attackers in one blow thanks to her weapon. She isn’t like the rest of the crew, and she doesn’t have any unusual strength or abilities. She can instead rely on her weapon and her wits for fighting.
Episode 117 features her fighting with her Climattact (which Usopp made for her) that she uses to defeat Miss DoubleFinger. This weapon can change the climate to produce mirages, rain and lightning. This gives her the ability to unleash her full fighting potential. Skypiea will make it Perfect ClimaTact. Usopp will also make it better. Nami is now able to create lightning and mini-cyclones, which makes her even stronger.
Professor Haredas helped her improve her weapon. Weather-balls technology was used by Haredas to create meteorological effects. Since the Zou Arc ended, she has had a new Sorcery Clima–Tact. Nami may not be a master fighter but her skills with Clima-Tact and other weapons are far superior to Ulti’s. This is why Nami won the final point.
Ulti Vs Nami – Haki

Ulti can choose from two types of haki, can use Kenbunshoku Haki to sense Luffy’s great threat and be able to recognize his presence despite his subordinates’ claims that he has killed him. Ulti is equipped with Busoshoku Haki, which can harden her skull so she collides directly with Luffy. Her Haki is so strong, she was able to knock Luffy to the floor and inflict injury on him.
This is why we can’t comment on Nami in this category. We know that Nami would be able to use all Haki techniques. Nami is unable to use any Haki method, according to the text. Ulti, however, can use any of the three Haki types. Ulti wins.
